The CIRN Inaugual Conference and Colloquium 2004 was meant to provide an opportunity for researchers, practitioners, and policy makers to present findings and reflect in a convivial atmosphere on key issues of concern for the future of enabling communities with Information and Communication Technology.
It was also the founding organisational conference of CIRN.
